The Seoul Central District Court ruled that\u00a0Japan\u00a0should pay the victims 100 million won ($91,000) each.<\/p>\n
It is the first civilian legal case in\u00a0South Korea\u00a0against Tokyo by\u00a0wartime\u00a0sex slaves for Japanese troops, who were euphemistically labelled \u201ccomfort women\u201d.<\/p>\n
The ruling comes despite a 1965 treaty between Seoul and Tokyo which declared claims between them and their nationals had been settled.<\/p>\n
Imperial Japan was responsible for the \u201ccomfort women\u201d system, the court said in its verdict.<\/p>\n
\u201cThe plaintiffs, who were in their late teens or early 20s, were subjected to repeated sexual exploitation,\u201d it said.<\/p>\n
\u201cIt amounted to an illegal act against humanity and the defendant has an obligation to compensate the victims for their mental suffering.\u201d<\/p>\n

Tokyo and Seoul are both major US allies, democracies and market economies, but their deepening rift will present incoming US president Joe\u00a0Biden\u00a0with an immediate foreign policy headache as he seeks to build a common front on China and nuclear-armed North Korea.<\/p>\n
Ties between the neighbours are strained by Japan\u2019s early-20th century colonial rule over Korea, which is still bitterly resented on the peninsula, and have plunged to their worst in years under South Korea\u2019s centre-left President Moon Jae-in.<\/p>\n
Tokyo denounced Friday\u2019s ruling as a violation of international law and summoned Seoul\u2019s ambassador to protest, demanding that the South Korean government intervene.<\/p>\n
\u201cIt is extremely regrettable that the Seoul Central District Court denied the principle of sovereign immunity,\u201d Japan\u2019s foreign ministry said in a statement.<\/p>\n
\u201cThis is unacceptable to the Japanese government.\u201d<\/p>\n
Mainstream historians say up to 200,000 women, mostly from Korea but also other parts of Asia including China, were forced to work in Japanese military brothels during World War II.<\/p>\n
Friday\u2019s ruling came in a legal process that began eight years ago and only five of the original plaintiffs are still alive, the others replaced by family members.<\/p>\n
\u2018Deeply moved\u2019<\/strong><\/p>\n Tokyo boycotted the proceedings and insists all compensation issues stemming from its colonial rule were settled in a 1965 treaty and linked agreement normalising diplomatic relations between the neighbours.<\/p>\n Under them, Japan paid South Korea financial reparations – which Seoul used to contribute to its transformation into an economic powerhouse – and the document said that claims between the states and their nationals had been \u201csettled completely and finally\u201d.<\/p>\n But the court ruled that the pact did not terminate the women\u2019s right to seek compensation from Tokyo, which it said bore liability for their suffering decades ago.<\/p>\n \u201cI am deeply moved by today\u2019s ruling,\u201d said Kim Kang-won, the women\u2019s lawyer. \u201cIt is the first such verdict for victims who suffered at the hands of Japanese troops.\u201d<\/p>\n Speaking to reporters after the verdict, he insisted that at the time of the 1965 treaty, \u201cthe issue of comfort women was not discussed at all\u201d.<\/p>\n The Japanese government denies it is directly responsible for the wartime abuses, maintaining that the victims were recruited by civilians and that the military brothels were commercially operated.<\/p>\n Kim Dae-wol, from the House of Sharing, which cares for the victims, said that reparations were not a major issue for them.<\/p>\n \u201cRather, their wish is to have the Japanese government inform its citizens of the atrocities it committed,\u201d he said.<\/p>\n The dispute has festered despite the treaty, and under Moon\u2019s conservative predecessor Seoul and Tokyo reached a deal in 2015 aimed at \u201cfinally and irreversibly\u201d resolving it with a Japanese apology and the formation of a 1 billion yen fund for survivors.<\/p>\n But Moon\u2019s government declared that agreement faulty and effectively nullified it, citing the lack of victims\u2019 consent.<\/p>\n The move led to a bitter diplomatic dispute that spread to affect trade and security ties.<\/p>\n The same court is due to rule next week on a similar case brought against Tokyo by another 20 women and their families.<\/p>\n","protected":false},"excerpt":{"rendered":" The Seoul Central District Court ruled that\u00a0Japan\u00a0should pay the victims 100 million won ($91,000) each.<\/p>\n","protected":false},"author":1,"featured_media":1083,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"spay_email":"","footnotes":""},"categories":[9],"tags":[],"class_list":["post-1082","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-world"],"yoast_head":"\n
