Lucas Taylor, 40, claims he should not have received the penalties due to a legal loophole.<\/p>\n\n\n\n
He left his Vauxhall car on the lines in Brighton’s Abinger Road, just around the corner from his house.<\/p>\n\n\n\n
Mr Taylor, who has been issuing tickets in the seaside town for four years, says the double yellows are badly faded, which means parking restrictions are no longer in effect.<\/p>\n\n\n\n
Drivers in the United Kingdom have the right to appeal tickets if the markings are not clearly visible.<\/p>\n\n\n\n
Mr Taylor also claims that the lines are not terminated with a “termination bar,” or T-bar.<\/p>\n\n\n\n
He has refused to pay and claims that the council has no right to demand his money.<\/p>\n\n\n\n
Officials disagree, and bailiffs have been dispatched to Mr Taylor’s home.<\/p>\n\n\n\n
“The lines are absolutely shocking,” Mr Taylor said.<\/p>\n\n\n\n
For the past three months, I’ve been parking there. Many people have. \u201cThey then began selling tickets.<\/p>\n\n\n\n
“However, they can’t enforce them because the lines are completely weathered.”<\/p>\n\n\n\n
“How can you break parking laws if you’re not aware of their existence?”<\/p>\n\n\n\n
Mr Taylor, who now works as a window cleaner, was fined \u00a3424 by Brighton and Hove City Council.<\/p>\n\n\n\n
