Officials in the Biden administration have been mulling through possibilities for Putin to end his unlawful war if he so desires.

They believe Putin is undeterred and is seeking a decisive victory in Ukraine.

One insider stated that they are unsure what statistic would be sufficient for Putin to declare victory because his objectives are unclear.

President Joe Biden expressed worry that Russian President Vladimir Putin has not yet devised a strategy to resolve the current conflict in Ukraine.

Putin, according to CIA Director Bill Burns, is “in a frame of mind where he doesn’t believe he can afford to lose.”

“I believe he’s convinced right now that doubling down will allow him to make progress,” he said.

In Ukraine, Putin has failed to achieve any of his key war objectives.
