President Joe Biden expressed worry that Russian President Vladimir Putin has not yet devised a strategy to resolve the current conflict in Ukraine.
Putin, according to CIA Director Bill Burns, is “in a frame of mind where he doesn’t believe he can afford to lose.”
“I believe he’s convinced right now that doubling down will allow him to make progress,” he said.
