Biden had previously demanded that approval be accompanied with funding for unrelated anti-Covid government measures. However, because Republicans are dragging their feet on Covid-related expenditure, Biden has suggested that he is willing to temporarily forego the Covid budget requests in order to get the Ukraine money through.

He urged Congress to deliver the Ukraine funding bill “to my desk as quickly as possible,” saying, “We cannot afford to postpone this crucial military effort.”

The renowned Lend-Lease programme was modernized just hours after Putin presided over a military parade on Moscow’s Red Square to mark the Soviet victory over Nazi Germany.

Putin has used the tragedy to justify his offensive against pro-Western Ukraine, which he has incorrectly labelled as a terrorist state.

Against their shared foe, Germany, the United States and the communist Soviet Union were short partners in the 1940s. For the first time, President Franklin D. Roosevelt used the Lend-Lease programme to bypass bureaucratic hurdles and send billions of dollars in equipment to European allies, including the Soviet Union.

Artillery, anti-aircraft missiles, anti-tank weaponry, and other potent Western munitions are now being used by Ukraine’s military against Russian soldiers thanks to Lend-Lease.

Biden emphasized the significance of the timing, saying he was signing the bill the day after the US and Western Europe celebrated separate Victory in Europe days on May 8th.

He also emphasized that Monday was Europe Day, which marks the founding of the European Union.
