‘It is illegal to place the PA under the law secretary.’

The governor, according to Speaker Chaudhry Parvez Elahi, has taken an unconstitutional move by signing an ordinance placing the Punjab Assembly under the law secretary.

Mr Elahi told former Punjab Governor Omar Sarfraz Cheema, who paid him a visit at his home, that “the governor has attempted to strip the Punjab Assembly of its authority.”

He said that an unconstitutional session was held outside the assembly without the presence of the Punjab Assembly secretary and other officials.

He said the deputy speaker lacked the right to call a meeting in the speaker’s presence.

According to the assembly’s rules of procedure, only the speaker has the authority to prorogue a session that he has called. No, he said.
